The answer is No. It is not mandatory to stay or be a citizen of USA to form a corporation or LLC in USA. LLCs and C Corps are the most common form of entities opted by Non-residents.
Please note that S-Corp cannot be incorporated by Non-residents.
To be noted, a registered agent is required to be appointed by the entity who can receive communications on the entity’s behalf from the Government departments of USA.
